The Speaker of the House of Representatives, Hon Femi Gbajabiamila has said that the House would not hesitate to take action against government agencies that fail to implement the budget as passed by the National Assembly.
Gbajabiamila frowned at situation where Ministries, Departments and Agencies, MDAs would fail to implement aspects of budget for which funds have been allocated and released.
Addressing his colleagues on resumption of plenary after the National Assembly’s annual recess, the Speaker also asked Members of the House would keep their contract with Nigerians.
He reminded the 9th House of Representatives of their promise to return to a regular budget cycle, running from January through to December urged Lawmakers not to deviate from the set standard.
He however pointed out that there is an ongoing problem of Ministries, Departments and Agencies of government failing to implement projects and programmes for which funds have been provided in the Budget.
The Speaker stated that the Appropriation Act is not a mere policy document or a statement of intent but the law of the land that binds all.
He stressed that any expenditure of public funds outside the Appropriation Act is a crime, and betrayal of the public trust that undermines faith in the government and frustrates efforts at national development.
The Speaker commended President Muhammadu Buhari for assenting to the Police Bill, noting, however, that more reforms are needed in the Nigeria Police through additional legislation.
He noted that in many parts of the country, people are more afraid of encounters with the police than they are of criminals, which according to the Speaker is not right, and require an urgent change.
