Governor  Ifeanyi Okowa called on Government at all levels to declare a  National Emergency in the provision of  skills and empowerment opportunities for youths as a way to tackle unemployment scourge. 
Governor Okowa  noted that unemployment should   be declared a National emergency and  a top priority in Governance at all levels  stressing that his administration’s strategic thrust of job creation has been entrepreneurship development programmes anchored on skills training, engaging youths in productive enterprises, nurturing entrepreneurs,  and promoting communal peace and security. 
He pointed out that the  Job and Wealth Creation Scheme increased it reach through the Skills Training and Entrepreneurship programme (STEP) and Youth Agricultural Entrepreneurs Programme (YAGEP) as well as  the Girls Entrepreneurship and Skills Training (GEST) programme.  
Governor  Okowa urged the beneficiaries to demonstrate willingness to learn and imbibe the virtues of diligence and honesty, saying that it would help them to realise their dreams. 
He reiterated that the job creation programmes of his administration were done through reorientation, retooling and internship for programme beneficiaries after which they resourced  with the starter stocks/cash to start their businesses.
 The Commissioner for Youth Development Comrade Andy Egwuyenga said the programme was designed to grow local entrepreneurship development, enthronemindset change and moral reorientation. 
Comrade Egwuyenga stated that the ultimate aim of the Rural Youth Skill Acquisition Programme is to imbibe in the youths in  rural communities the Necessary life and business skills to become self-employed and self-sufficient as well as contribute meaningfully to the growth of the local economy. 
In a goodwill message,the Chief Economic adviser to the Governor, Dr Kingsley Emu and the Special Adviser on Entrepreneurship Development Chief Mary Iyasere said the world has moved to skills development and lauded Governor Okowa for investing in youths development.
They challenged the youths to take every segment of the training seriously to enable them to get to the pinnacle of their careers.
The event featured special prayers for participants by Chief Nkem Okwuofu, Chief Mary Iyasere and the Commissioner for Women Affairs, Community and  Social Development Mrs Flora Alatan.
